DGS-25-307-IQC - Roofing Work & Related Services, Statewide

Background
The Department of General Services (DGS) is issuing this Request for Proposals (RFP) to establish Indefinite Quantity Contracts (IQC) for Roofing Services and Related Services for multiple construction projects. The objective is to select on-call contractors to provide all labor and materials for projects on a fixed price basis. The State intends to obtain services, as specified in this RFP, from a Contract between the selected Offeror(s) and the State. The anticipated duration of services to be provided under this Contract is five (5) years with two (2) one (1) year renewals.
The Department intends to make multiple awards per region as a result of this solicitation. An Offeror, either directly or through its subcontractor(s), must be able to provide all services and meet all of the requirements requested in this solicitation and the successful Offeror shall remain responsible for Contract performance regardless of subcontractor participation in the work.

Work Details
The Department will award contracts to the responsible Offerors submitting a Proposal that has been determined to meet Proposal requirements, considering evaluation factors set forth in this RFP, for providing the products/services as specified in this RFP.
DGS will issue a Purchase Order Request for Proposals (PORFP) to Master Contractors in the region in which the work is to be performed. Each PORFP will contain a scope of work for the individual project, a request for a price for completing the work, and an MBE/VSBE Participation Goal and information related to that goal. After the deadline for submitting Project Quotations, the Procurement Officer will review all Project Quotations submitted and determine the quotation that is most advantageous to the State and meets all the State’s requirements.

Period of Performance
The Contract resulting from this solicitation shall commence as of the date it is signed by the Department following any required approvals of the Contract. The duration of the Contract will be for five (5) years with two (2) one-year renewal options.

Place of Performance
The State will award Indefinite Quantity Contracts in four (4) regions: Central, Eastern, Southern, and Western.
