Background
The Department of Budget and Management (DBM) is issuing this Multi-step Invitation for Bids (MS-IFB) to procure a Statewide Contract for the collection of specimens from applicants and employees to test for the illegal use of drugs. The contract aims to administer a centralized drug testing program (urine specimen collection only) for State of Maryland applicants and employees.
Work Details
The Contractor will be responsible for providing Statewide urine specimen collection for all State agencies except those covered by U.S. Department of Transportation drug testing requirements. The Contractor shall provide all labor, materials, and equipment necessary for the on-site collection of the specimens and facilitate shipping of the specimens from the State-designated collection sites to the State’s Forensic Toxicology Drug Testing Lab (FTDTL) for laboratory services.
The contract will have a three-year base period with two one-year renewal options. The Contractor must have direct experience in providing Specimen Collection Services and Emergency Specimen Collections within a four-hour time period. The Contractor must also be able to provide goods and services specified in the solicitation and meet all requirements requested in this solicitation.
Period of Performance
The contract will have a three-year base period with two one-year renewal options.
Place of Performance
The primary place of performance will be at designated collection sites across various regions in Maryland, including Central Region, Western Region, and Eastern/Southern Region.
