D1UBIC28SB- UNDER BRIDGE INSPECTION CRANE RENTAL WITH OPERATOR - MDOT SHA District 1

Background
The State Highway Administration (SHA) of Maryland is issuing this Invitation for Bids (IFB) to procure the rental of an Under Bridge Inspection Crane (Snooper truck) with operators. The goal of this contract is to ensure the safety of public and employees during bridge inspection work across various counties in Maryland, specifically Dorchester, Somerset, Wicomico, and Worcester. This procurement is designated as a Small Business Reserve Procurement, limiting eligibility to certified small businesses.

Work Details
The contractor will provide an Under Bridge Inspection Crane (UBIC) with operators for maintenance and inspection work on SHA bridges and lighting. The crane must have a minimum horizontal reach of 31.6 feet and a vertical reach of 33 feet (Aspen Aerial B32 or equivalent). Services include:

1. Rental of the UBIC with operator(s) for up to 4 consecutive 8-hour shifts.
2. An additional operator for the UBIC if required.
3. Mobilization Mileage Fee covering travel expenses to the work site.
4. Demobilization Mileage Fee after project completion.

All work must conform to SHA's specifications and be performed within a 24-month period from the notice to proceed, which is expected around mid-May 2026.

Period of Performance
The contract will have a base period of 24 months with an anticipated notice to proceed in mid-May 2026.

Place of Performance
Various locations within District 1 Counties of Dorchester, Somerset, Wicomico, and Worcester in Maryland.

Bidder Requirements
Bidders must be certified small businesses under the Maryland Department of Social and Economic Mobility’s Office of Small, Minority & Women Business Affairs Small Business Reserve Program. They must have at least three years of experience operating under bridge inspection cranes, possess a valid CDL license for operators in Maryland, and provide their own employees and equipment. Additionally, bidders must submit references as part of their bid.
