D140328SB- Asphalt Patching for MDOT/SHA in Somerset and Worcester Counties

Background
The State of Maryland, through the State Highway Administration (SHA), is issuing this Invitation for Bids (IFB) D140328SB to procure services for milling and paving with permanent patching in Somerset and Worcester Counties. The goal of this contract is to ensure the safety of public roadways by addressing depressed locations through effective patching techniques. This procurement is designated as a Small Business Reserve, limiting eligibility for contract award to certified small businesses.

Work Details
The contractor will supply labor and equipment necessary to perform milling and paving with permanent patching at various locations in Somerset and Worcester Counties. The work includes:
- Patching various locations by removing existing material, preparing subgrade, and applying 1.5” to 6” of 9.5 mm or 12.5 mm hot mix asphalt (PG 64S-22) to meet existing roadway grade.
- Saw cutting the roadway if necessary, crack sealing all pavement joints around new patch areas, and ensuring smooth transitions for proper drainage.
- Work hours are from 7 AM to 7 PM, Monday through Friday, with potential extensions upon approval.
- The contractor must mobilize within seven working days of notice from MDOT SHA and complete the work within five days, barring adverse weather conditions.

Period of Performance
The contract has an 18-month base period with no option periods, expected to commence around mid-May 2026.

Place of Performance
Various locations within District 1 Counties of Somerset and Worcester Counties.

Bidder Requirements
This solicitation is limited to certified small businesses under the Small Business Reserve Procurement guidelines. Bidders must have a minimum of five years' experience in heavy highway milling and paving of hot mix asphalt pavements. They must be registered with SDAT in Maryland, possess valid CDL licenses for operators, and provide references as specified in Attachment L. Additionally, bidders must maintain required insurance coverages including Commercial General Liability and Workers’ Compensation.
