Background
The State of Maryland, through the Department of General Services, Office of Energy and Sustainability (DGS-OES), is issuing a Request for Proposals (RFP) for Comprehensive Utility Records Management Services. Work Details

Period of Performance
The contract will have a ten-year base period with specific milestones for transition and implementation phases outlined in the RFP.

Bidder Requirements
Offerors must demonstrate experience in managing online utility bill systems with at least 5,000 accounts and processing 75,000 invoices annually within the last five years. A minimum participation goal of 30% for Minority Business Enterprises (MBE) subcontracting is established along with a 5% goal for Veteran-Owned Small Business Enterprises (VSBE). Offerors must also comply with all applicable laws regarding Information Technology projects.
