Background
The Maryland Transportation Authority (MDTA) is issuing this Invitation for Bids for the Cleaning and Painting of Structural Steel at the Eastbound Bay Bridge (Phase 1). Work Details
The contractor will be responsible for providing labor, equipment, materials, etc., necessary to perform cleaning and painting of structural steel on select Eastbound portions of the William Preston Lane, Jr. Memorial (Bay) Bridge Facility. The scope includes:
1. Design and installation of painting containment systems.
2. Cleaning and painting structural steel including:
a. Interior and exterior surfaces from top of concrete piers to top of truss top chord, catwalk, and supports (BIN AAZ050031 T14-T22).
b. Interior and exterior surfaces of suspension span towers from top of concrete base to horizontal roadway strut (Pier 25 and 26; BIN AAZ050031 S1-S3).
c. Miscellaneous repairs, replacements, equipment modifications as assigned by the Engineer within project limits.
d. Installation of Continuous Cantilever Deck Truss Pin and Hanger Auxiliary Supports at eight panel points.
e. Maintenance of Traffic (MOT) provisions.
Period of Performance
The contract will be performed over a period of 730 calendar days from the Notice to Proceed.
Place of Performance
The work will take place at the William Preston Lane, Jr. Memorial Bridge located in Anne Arundel and Queen Anne’s Counties, Maryland.
Bidder Requirements
Bidders must have a minimum of ten years’ experience in steel bridge cleaning and painting operations on similar structures over roadways, waterways, and urban environments. Additionally, bidders must comply with an overall Minority Business Enterprise (MBE) participation goal of 18% of the total contract dollar amount without subgoals, as well as a Veteran-Owned Small Business Enterprise (VSBE) goal of 1%. Bidders are required to submit completed MBE forms with their bids.
