Maintenance: ROADSIDE MOWING, TRIMMING, AND LITTER PICKUP
Background
The State of Maryland, through the State Highway Administration (MDOT SHA), is issuing this Invitation for Bids (IFB) to procure maintenance services for roadside mowing, trimming, and litter pickup in various locations around Carroll County. The goal of this contract is to ensure the upkeep and aesthetic appearance of highway landscapes while promoting environmental responsibility.

Work Details
The contractor will provide comprehensive landscaping services including:

1. **Litter Pickup**: Prior to mowing or trimming, the contractor must remove litter from the designated areas. They are responsible for providing trash bags and maintaining records of litter collected. Large debris or animal carcasses must be reported to the Engineer for removal coordination.

2. **Mowing**: Grass must be cut to maintain a neat appearance, with mowing initiated when grass height reaches five inches. Mowing equipment should include zero turn, gravely, or rotary mowers with a minimum 40-inch cut width. Clippings must not be left on paved areas and should be removed from adjacent surfaces on the same day as mowing.

3. **Trimming**: Grass around trees, poles, and other structures must be trimmed to match the height of adjacent turf. Special care is required to avoid damaging plants and structures.

4. **Plant Growth Removal**: All plant growth on paved surfaces must be removed during each service visit, with all areas cleaned post-mowing.

Period of Performance
The initial contract period is twelve months from the start date or until contract funds are depleted.

Various locations around Carroll County, Maryland.

Bidder Requirements
This procurement is designated as a Small Business Reserve Procurement; only certified small businesses are eligible for award under this contract. Bidders must have at least two years of experience in lawn maintenance services and provide references as part of their bid submission. No subcontracting will be permitted.

This is a Small Business Reserve Procurement for which the award will be limited to certified small business vendors. Only businesses that meet the statutory requirements set forth in State Finance and Procurement Article, §§14-501—14-505, Annotated Code of Maryland, and that are certified by the Governor’s Office of Small, Minority & Women Business Affairs (GOSBA) Small Business Reserve Program are eligible for award of a contract. Before awarding a contract under a procurement designated as a small business reserve procurement, the Procurement Officer shall verify that the apparent awardee is certified by the GOSBA as a small business through eMMA. However, if small businesses do not show interest in this solicitation, the Procurement Officer has the right to remove the SBR designation via an Amendment on eMMA.
