Chesapeake Beach Parks and Recreation - Rail Trail Extension to Town Limits

Background
The Town of Chesapeake Beach, located on the western shore of Chesapeake Bay in Calvert County, is home to over 6,356 residents. The Town aims to enhance pedestrian connectivity and recreational access through the Rail Trail Expansion project. This project seeks to extend the existing rail trail to the eastern edge of the tidal waters near the Town limits within the existing railway right of way.

Work Details
The project involves hiring an engineering and design consulting firm to design a new ADA compliant pedestrian trail expansion from the existing rail trail terminus to the Town limits. The extension will follow the existing railroad right of way and allow for future extensions beyond Town limits as well as a potential secondary connection to Richfield Station subdivision. Key tasks include:
- Conducting in-field surveys and environmental feature delineations.
- Completing a 30% alignment design submittal for Town review and a 100% design construction drawing.
- Performing geotechnical investigations, wetland delineations, forest stand surveys, and other necessary design tasks.
- Processing all required county, state, and federal approvals including Maryland State Highway review, Calvert County Building & Grading Permits, and MDE stormwater management approvals.
- Designing drainage systems in accordance with current regulations while ensuring minimal impact on existing facilities.

Period of Performance
The contract duration is set for 150 days from the notice to proceed.

Place of Performance
The work will be performed within the Town of Chesapeake Beach, MD, specifically along the existing railroad right of way leading to the Town limits.

Bidder Requirements
Bidders must demonstrate experience in designing trails or pedestrian improvements. They should be qualified in stormwater management, sediment control, grading, and geotechnical designs according to SHA and Calvert County standards. Qualified Disadvantaged Business Enterprises are encouraged to respond.
