CHELEC25SB On Call Electrical Work for State Highway Administration at Churchville Shop in Harford County

Background
The State of Maryland, through the Maryland State Highway Administration (SHA), is issuing this Invitation for Bids (IFB) for on-call electrical work at the Churchville Maintenance Shop and other SHA properties located in Harford County. The goal of this contract is to provide qualified licensed electrical repairs, installation, maintenance, replacement, and remodeling services on an as-needed basis. This initiative supports the agency's mission to maintain safe and efficient transportation systems.

Work Details
The contractor will provide electrical maintenance and repairs including but not limited to:
- Installation, repairs or modification to fiber optic, data, and telephone systems;
- Electrical remodeling;
- Emergency services;
- Load studies;
- Service and distribution;
- Replacement of ballasts, lamps, receptacles, outlets;
- Locating faulty wiring and repairing or rewiring;
- Providing and installing conduit wiring, junction boxes, motors, fixtures, and electrical equipment.

The work will be performed based on verbal requests from the SHA. All work must conform to SHA specifications and regulations.

Period of Performance
The contract will be effective for a period of 36 months from the date of award or until total payments reach the awarded amount, whichever comes first. The contract is expected to expire on August 15, 2028.

Place of Performance
The primary location for performance will be at the Churchville Maintenance Shop in Harford County, Maryland.

Bidder Requirements
Bidders must be certified small businesses under the Governor’s Office of Small, Minority & Women Business Affairs (GOSBA) Small Business Reserve Program. They must maintain a current active State of Maryland Master Electrician License and have a minimum workforce of two licensed commercial journeyman electricians with at least five years of experience. Bidders are required to submit three references from firms for which they provided commercial electrical services within the last 24 months. A Certificate of Insurance (CIA) for $1 million liability insurance must also be provided prior to contract initiation.
