Background
The Prince George’s County Public Schools (PGCPS) Capital Projects Department is seeking to procure a Project Management Information System (PMIS) Platform to digitize the full capital project lifecycle, from planning and initiation through closeout, transition to operations, and warranty management.
This initiative aims to improve operational efficiency, transparency, and compliance by replacing outdated manual processes and disparate systems with a centralized solution.
Work Details
The PMIS platform must provide modular, configurable functionality natively in a single integrated platform. Key capabilities include:
1) Capital Planning & Early Planning: Six-year planning with funding scenarios, project request portal, early project programming;
2) Project Initiation & Portfolio Management: Portfolio hierarchy management, document tracking;
3) Cost Tracking and Forecasting: Ability to track multiple funding sources;
4) Procurement & Contracting: Public bidding processes, contract management;
5) Schedule Management: Centralized schedule templates;
6) Design & Collaboration: Integration with design tools like Bluebeam;
7) Construction Administration: Management of submittals, RFIs, change orders;
8) Closeout & Warranty Management: Performance evaluations and asset tracking.
The selected vendor will also provide ongoing support and maintenance post-implementation.
Period of Performance
The contract will have an initial duration of five (5) years starting approximately in April 2026, with options for annual renewals thereafter. The implementation consultant will begin work in April 2026 with a go-live date on or before April 2027.
Place of Performance
The services will be performed primarily at the Prince George’s County Public Schools facilities located in Upper Marlboro, Maryland.
Bidder Requirements
Vendors must demonstrate experience with similar PMIS solutions for K-12 organizations. A goal of 30% MBE participation is established for this contract. Vendors are encouraged to partner with local firms if they do not meet all expertise requirements. A bid bond of 5% may be required for proposals exceeding $100K.
