Background
The University of Maryland, Baltimore (UMB) is a public university focused on education, research, and service. UMB intends to contract for a consultant to establish a unified access control strategy and deploy a modern, scalable solution that addresses various security needs including exterior and interior door access, intrusion detection, door prop alarms, physical and electronic key management, visitor management, and future adaptability.
Work Details
The consultant will provide the following deliverables:
- Current State Assessment Report
- Stakeholder & Use Case Analysis Report
- Governance & RACI Framework
- Business Process & Workflow Redesign
- Future-State Architecture & Technology Strategy
- CCTV/SOC Integration Analysis
- Tiered Access Control Model
- Data Analytics & Reporting Framework
- Emergency Response Requirements
- Access Control Master Plan
- AE Design Standards Documentation
- Pilot Implementation Plan.
The consultant will conduct a comprehensive audit of all access control systems including door hardware, access control software platforms, intrusion detection systems, and key management processes. They will evaluate system performance and cybersecurity posture while delivering current-state architecture diagrams and gap analysis with prioritized recommendations. The project also includes stakeholder engagement strategies, organizational assessments, business process analysis, technology strategy recommendations, and emergency response capabilities.
Period of Performance
The contract shall be for a period of 1 year from the date of execution.
Place of Performance
All UMB-owned buildings on the Baltimore campus including Academic, Research, Administrative buildings, and Parking structures. Remote locations are out of scope for this initial project but must support future expansion.
Bidder Requirements
Vendors must have at least 5 years of experience as a Security Consultant. They must provide evidence of compliance with insurance requirements including Commercial General Liability insurance, Business Automobile Liability insurance, Workers Compensation insurance among others. Vendors must also be registered on eMaryland Marketplace Advantage (eMMA) to receive contract awards.
