Background
The Accountability and Implementation Board (AIB) seeks proposals from qualified public and private entities to conduct an interim evaluation of the Blueprint for Maryland's Future.
This evaluation aims to assess whether Maryland is on track to achieve the Blueprint's goals with its current strategies, or if adjustments are necessary to enhance effectiveness.
Work Details
The contractor will be responsible for the following core activities:
- Phase I: Development of an Evaluation Plan
- Phase II: Execution of the Evaluation Plan
- Phase III: Preparation of an Interim Evaluation Report and Recommendations.
Additionally, optional activities may be proposed. Mandatory qualifications include experience in evaluating complex systems change, understanding of Blueprint goals, engagement with diverse partners, experience in education policy evaluation, budgetary analysis skills, and specific educational qualifications for team members. Preferred qualifications include experience in education system evaluations and knowledge of Maryland's demographics.
