Background
The University of Maryland, Baltimore County (UMBC), a constituent institution of the University System of Maryland, is seeking to contract with a consulting firm for Employer of Record (EOR) services. Established in 1966, UMBC is recognized as a dynamic public research university that integrates teaching, research, and service to benefit the citizens of Maryland.

The university emphasizes science, engineering, information technology, human services, and public policy at the graduate level. The EOR services are intended to support UMBC's Division of Professional Studies in employing adjunct faculty who teach online and reside outside the United States.

Work Details
The selected vendor will be responsible for:
- Creating and executing compliant employment agreements based on local laws where adjunct faculty reside.
- Legally employing workers on behalf of UMBC in specified countries including Turkey, South Africa, Morocco, Switzerland, and Canada.
- Onboarding employees in compliance with local laws upon notification from UMBC.
- Remitting compensation in US dollars and administering local tax withholdings as required.
- Filing statutory returns and remitting taxes consistent with applicable labor laws.
- Providing pay slips and ensuring timely payments via bank transfer while retaining documentation for compliance verification.
- Offering clear communication instructions regarding employee information and pay rates.
- Determining applicable laws for adjunct faculty residing in multiple locations and assuming risks related to legal violations.

Period of Performance
The contract will commence immediately upon execution and will have a base duration of two years with options for two additional one-year renewals at UMBC's discretion.

Place of Performance
The primary place of performance is virtual.
