Background
The State of Maryland Department of General Services (DGS) is issuing this Multi-Step Invitation for Bids (MS-IFB) for the construction of the new Supreme Court of Maryland located at 101 Rowe Boulevard in Annapolis, MD. Work Details
The contract involves the construction of a new building for the Supreme Court of Maryland, which includes:
- Construction of a facility with a minimum gross square footage of 200,000 and at least four stories.

- The project requires substantial completion within 1,095 days (3 years) from the issuance of the Notice to Proceed (NTP), followed by a warranty period of 730 days (2 years).

Additionally, bidders must comply with MBE participation goals set at 40% overall, including specific subgoals for African-American MBEs (8%), Woman-Owned MBEs (11%), and VSBE participation goals set at 10%. Bidders are required to submit various affidavits and bonds as part of their proposal.
