Asphalt Overlay Phase 2

Background
The Roads Division of Cecil County, Maryland is issuing a solicitation for the Asphalt Overlay Phase 2 project. The goal of this contract is to enhance the safety and usability of various county roads by performing necessary asphalt maintenance and improvements.

This project aligns with the county's mission to maintain and improve transportation infrastructure for public safety and accessibility.

Work Details
The contractor will be responsible for the following tasks: milling of existing asphalt overlay, wedge and leveling of new asphalt, applying a new asphalt overlay, sealing asphalt joints, shoulder backup, traffic control, and any associated work required to complete the project on specified roads.

Specific items include:
- ITEM NO. 104 – Maintenance of Traffic: Includes all necessary traffic control devices and certified flagging personnel.
- ITEM NO. 108 – Mobilization: Refer to Section 108 of State Specifications.
- ITEM NO. 208 – Subbase/Subgrade Repair (Contingent Item): Saw cutting pavement and replacing unsuitable materials up to 16 inches deep.
- ITEM NO. 306 – 4” PVC Perforated Underdrain (Contingent Item): Constructing permanent underdrains as directed by the County Inspector.
- ITEM NO. 504 – Superpave Hot Mix Asphalt Surface Course: Placing and compacting a specified thickness of hot mix asphalt surface course.
- ITEM NO. 609 - Stabilized Shoulders: Backing up pavement edges with crusher run aggregate (CR-6).
- ITEM NO. 921 - Paving Fabric/Geotextile (Contingent Item): Furnishing and placing a textile beneath a pavement overlay for water resistance.

Period of Performance
The contract period will be defined in accordance with the project schedule outlined in the solicitation documents, typically spanning several months depending on weather conditions and project scope.

Place of Performance
The work will be performed on various roads within Cecil County, Maryland, specifically including but not limited to Love Run Road, Theodore Road, Principio Road, Calvert Road, Brick Meeting House Road, Irishtown Road, Nottingham Road, Tonys Road, Union Valley Road, and Old Telegraph Road.
