Background
The Maryland Department of Transportation (MDOT) through the Maryland Transit Administration (MTA) is issuing a Request for Proposals (RFP) for the replacement and modernization of 40 elevators within its transit system. 2. Replacement of driving machines or hydraulic pump units, hydraulic piping and valves, power and logic controllers, hoist ropes, hydraulic pistons and cylinders.
3. Installation of new cab enclosures, car frames, platforms, door operators, entrance doors and frames.
4. Ensuring compatibility with existing monitoring systems and obtaining licenses for software.
5. Compliance with various codes including ADA, IEEE standards, NEC, IBC, SHA requirements.
6. Construction must include all necessary engineering elements such as permits, inspections, testing, and civil works related to elevator modernization.
Period of Performance
The contract duration is set for three thousand calendar days (3,000 CD) from the Notice to Proceed (NTP), which encompasses all phases from design through installation to warranty.
Place of Performance
Work will be performed at various MTA MARC and METRO stations as well as other MTA facilities located in Baltimore City, Anne Arundel County, Baltimore County, and Montgomery County.
Bidder Requirements
Offerors must demonstrate past performance on similar projects within the last five years. They must provide experience certificates for at least three elevator modernization projects and three installation projects. Key personnel must have specified minimum experience levels in relevant roles such as Project Manager (5 years), Project Superintendent (5 years), Safety Superintendent (2 years), among others. The contractor must also maintain an Insurance Experience Modification Rating (EMR) below 1.2 for 2024.
