MPA is soliciting competitive sealed proposals from qualified contractors to furnish all labor, equipment, and materials necessary for the Inter-Connector Bridge Service Life Extension & Structural Improvements at Dundalk and Seagirt Marine Terminals. The Work will take place at the Interconnector Bridge spanning between Dundalk Marine Terminal and Seagirt Marine Terminal and includes, but is not limited to, crack and spall repairs for prestressed and normal strength concrete, carbon fiber wraps around the ends of prestressed concrete beams, pile jacket repairs and replacement, bearing replacement, concrete removal and replacement, bridge joint replacement, link slab installation, light pole removal, concrete repairs to an existing bulkhead, and protection of utilities during construction.
Background
The Maryland Port Administration (MPA), part of the Maryland Department of Transportation (MDOT), is responsible for managing and improving state-owned marine terminals at the Port of Baltimore.

The MPA is seeking competitive sealed proposals from qualified contractors for the Inter-Connector Bridge Service Life Extension & Structural Improvements project, aimed at enhancing the longevity and structural integrity of the bridge connecting Dundalk Marine Terminal and Seagirt Marine Terminal.

Work Details
The contract requires the contractor to provide all labor, equipment, and materials necessary for various structural improvements on the Inter-Connector Bridge. The scope of work includes:
- Crack and spall repairs for prestressed and normal strength concrete
- Installation of carbon fiber wraps around the ends of prestressed concrete beams
- Pile jacket repairs and replacement
- Bearing replacement
- Concrete removal and replacement
- Bridge joint replacement
- Link slab installation
- Light pole removal
- Concrete repairs to an existing bulkhead
- Protection of utilities during construction.

All work must conform to MPA General Provisions For Construction Contracts and relevant technical specifications.

Period of Performance
The contract duration is set for 231 work days, with liquidated damages of $1,406 assessed for each day the work remains incomplete.

Place of Performance
The work will be performed at the Interconnector Bridge spanning between Dundalk Marine Terminal and Seagirt Marine Terminal in Baltimore, Maryland.

Bidder Requirements
Bidders must have at least five years of experience in bridge rehabilitation and marine work. All waterfront work must be performed by a marine contractor licensed by the Marine Contractors Licensing Board (MCLB). Additionally, bidders are required to meet Minority Business Enterprise (MBE) subcontracting goals of 18% and Veteran-Owned Small Business Enterprise (VSBE) goals of 1%. Bidders must also obtain a Transportation Worker Identification Credential (TWIC) prior to contract commencement.
