The Scope of work for the tenant space renovation project comprises the following. On the first floors of the 7 tenant spaces numbered 4, 10,12,14,16, 26 and 28, all prior tenant improvements will be removed. New demising walls will be provided between bays 10 and 12 and between bays 26 and 28. The goal is to have 7 identical clean shell spaces of 2,030 SF each in the end. Each space will have an office and a toilet room that will be brought up to current ADA standards. Bays 12 and 28 will have offices and toilet rooms added anew. In Bays 4, 10,14,16, and 26 offices and toilet rooms exist, and they will be renovated. Concrete slabs will be replaced where required and new trench drains provided in each first-floor space. All mechanical and electrical infrastructure for the spaces will be new. Second Floor renovations comprise removal of all tenant improvements and reconfiguration of the spaces to provide one office dedicated to each bay below. The second-floor office spaces will be fully finished and ready for occupancy. The first-floor spaces will be refreshed and ready for subsequent tenant improvements by future tenants.
Background
The Maryland Food Center Authority (MFCA) is an independent agency of the State of Maryland. The purpose of this Invitation for Bids (IFB) is to secure a company to provide General Contractor Services for the renovations of tenant spaces at the Maryland Market Center (MMC) located in Jessup, Howard County, Maryland. The goal is to create seven identical clean shell spaces that meet current ADA standards.

Work Details
The scope of work includes the following renovations:

1. Removal of all prior tenant improvements in seven specified tenant spaces on the first floor (units 4, 10, 12, 14, 16, 26, and 28).

2. Construction of new demising walls between bays 10 and 12 and between bays 26 and 28.

3. Each space will be approximately 2,030 square feet and will include an office and a toilet room compliant with ADA standards. Bays 12 and 28 will have new offices and toilet rooms added. Renovations will also occur in existing offices and toilet rooms in bays 4, 10, 14, 16, and 26.

4. Replacement of concrete slabs where necessary and installation of new trench drains in each first-floor space.

5. Complete overhaul of mechanical and electrical infrastructure for all spaces. The second-floor renovations will involve removing all tenant improvements and reconfiguring the spaces to provide one office dedicated to each bay below, ensuring they are fully finished and ready for occupancy.

Period of Performance
The contract performance is expected to commence on June 26, 2025, with completion required within one hundred eighty (180) calendar days.

Place of Performance
The work will be performed at the Maryland Market Center located at 7901 Oceano Avenue, Jessup, MD.

Bidder Requirements
Bidders must be licensed or registered as required under Maryland law and must demonstrate experience by identifying three similar projects completed within the last two years along with positive references for those projects. An overall Minority Business Enterprise (MBE) participation goal of twenty-five percent (25%) has been established for this procurement, including specific subgoals for African-American MBEs (8%) and Woman-Owned MBEs (11%). Bidders are encouraged to utilize certified MBE subcontractors.
