Vendor Managed Fastener Program, RFP 6-25

Background
The Massachusetts Bay Transportation Authority (MBTA) is seeking qualified bidders for a Vendor Managed Inventory (VMI) Program specifically for hardware fasteners used in bus and rail operations.
The program aims to enhance inventory management across 17 maintenance facilities in the greater Boston area, focusing on efficiency, cost savings, and effective control of fastener supplies.
The MBTA operates a significant fleet including 1062 transit buses and various rail vehicles, necessitating a robust inventory system to support maintenance operations.

Work Details
The VMI Program will include the following services:
1. Maintain and furnish new heavy-duty, commercial-grade metal storage cabinets with bins/shelves at 17 MBTA facilities.
2. Deliver hardware fasteners in cabinets or bins at each location.
3. Install fastener identification charts and torque specification charts at each facility.
4. Collaborate with the program manager to remove items with no usage for 12 months.
5. Manage monthly usage and adjust item quantities to maintain a 30-day supply based on product turns.
6. Provide emergency response capabilities 24/7 for urgent requests.
7. Offer on-site technical support and product safety seminars upon request.
8. Ensure compliance with federal, state, and local regulations regarding hardware fasteners, including quality assurance provisions as per ASME B18.18 standards.

Period of Performance
The estimated contract term is three years, with an option for two additional years at the discretion of the MBTA.

Place of Performance
The services will be performed at 17 MBTA maintenance facilities located across the greater Boston area.
