Uniform Citation Data Analysis and Report Quote

Background
The Massachusetts Executive Office of Public Safety and Security (EOPSS) is responsible for the planning and management of public safety efforts in the Commonwealth.

The Office of Grants and Research (OGR) is seeking bidders to conduct annual data analyses of law enforcement-related motor vehicle stops throughout Massachusetts. This initiative is mandated by legislation aimed at reducing distracted driving and promoting public safety.

The legislation requires the collection of specific data from Uniform Citations issued by police officers, which will be analyzed and reported annually.

Work Details
The selected vendor will be responsible for:
1. Receiving and cleaning the data collected by the Registry of Motor Vehicles (RMV) from Massachusetts Uniform Citations, including identifying characteristics such as age, race, gender, traffic infractions, date/time of offenses, municipality, whether searches were initiated, and outcomes of stops (warnings, citations, arrests).
2. Analyzing the data to produce annual reports that include a comprehensive review of results at city, town, and agency levels.
3. Presenting findings in a real-time format for public understanding.
4. Supporting additional research activities as needed by EOPSS to ensure accurate findings. The reports must also address any identified racial or gender disparities in citation data.

Period of Performance
The contract is expected to last six months from January 1, 2025, to June 30, 2025, with a possibility of extension for another six months based on funding availability. There are also options for two additional annual renewals contingent upon performance and funding.

Place of Performance
The contract work will be performed within the Commonwealth of Massachusetts.
