Background
Shrewsbury Electric and Cable Operations (SELCO) is a municipal light plant providing electric, cable, and communications services to customers in the Town of Shrewsbury, Massachusetts. SELCO is seeking bids for Various Underground Cable & Fiber Work under a one-year contract beginning March 15, 2026, through March 14, 2027. The goal of this contract is to engage two contractors who can perform repairs as needed to SELCO's underground infrastructure that supports its Cable and Fiber plant.

Work Details
The work involves the provision of labor, materials, vehicles, and equipment for excavation, installation, maintenance, and repair of ducts, conduit, cable, utility poles, and other electric distribution and/or communications facilities. Specific tasks include:

- Excavation to repair existing damaged or broken conduit;
- Installation of electrical infrastructure such as PVC conduit;
- Installation of fiberglass and concrete pads;
- Vaults and enclosures installation;
- Boring up to 8 inches in diameter;
- Saw-cutting asphalt;
- Removing and replacing asphalt in roads or driveways;
- Installing ground rods;

All work must comply with safety standards including OSHA regulations. The contractor must provide all necessary tools and equipment while SELCO will supply certain materials such as conduit.

Period of Performance
The contract will be performed over a one-year term from March 15, 2026, through March 14, 2027. There is an option for SELCO to renew the contract for two additional one-year terms.

Place of Performance
The work will be performed in SELCO’s service territory within the Town of Shrewsbury, Massachusetts.

Bidder Requirements
Bidders must have at least five years of experience in similar work involving above-ground and underground electric utilities. They must possess all required licenses to operate necessary vehicles and equipment in Massachusetts. Bidders should have completed at least five relevant projects in the past five years. Additionally, they must provide proof of compliance with Drug and Alcohol Testing requirements. Bidders must also be located within twenty-five miles of SELCO's main office.
