TRC Office Supplies & Related Materials RFP

Background
The Commonwealth of Massachusetts Trial Court, through its Office of Court Management (OCM), is issuing this Request for Proposals (RFP) to establish a pool of qualified vendors for the supply and delivery of office supplies and related items. This initiative aims to support daily court operations across the Commonwealth, ensuring that various Trial Court departments have access to necessary materials.

The RFP seeks vendors capable of providing a comprehensive range of products, including general office supplies, desktop accessories, ink and toner, and custom stationery items.

Work Details
Vendors are required to provide:
- A customized online shopping portal for ordering.
- Consolidated centralized invoicing.
- A broad catalog of competitively priced products with timely delivery and responsive customer service.

Specific categories include:
1. **Category 1A**: Market Basket items (approximately 300 essential office supply items).
2. **Category 1B**: Non-Market Basket items not specifically listed but available from a vendor's catalog.
3. **Category 2**: Ink and toner cartridges from manufacturers like HP, Canon, Lexmark, etc., with specified discount percentages off the Manufacturer’s List price.
4. **Category 3**: Custom stationery items that meet Trial Court branding standards, including business cards, letterhead, envelopes, etc.

All products must meet standard commercial durability and safety requirements. Environmentally preferable products are encouraged.

Period of Performance
The initial contract duration is up to three (3) years with options for five (5) one-year renewals, allowing for a maximum contract duration of eight (8) years.

Place of Performance
The contract will be performed throughout the Commonwealth of Massachusetts, including courthouses in various locations such as Nantucket and Martha’s Vineyard.

Bidder Requirements
Vendors must demonstrate the ability to provide an online ordering platform with features such as Single Sign-On via Microsoft Entra ID, training for users at no additional cost, and compliance with delivery requirements. Vendors must also agree to provide electronic invoices and participate in the Prompt Pay Discount initiative.

The RFP encourages participation from certified minority-owned, women-owned, or disabled veteran-owned businesses.
