Transmission Main and Water Main upgrade

Background
The Chelmsford Water District, led by Business Director/Treasurer Lisa Quatrale, is undertaking a project for the Transmission Main and Water Main Replacement. This initiative aims to enhance the water distribution infrastructure within the district, ensuring reliable service to its residents. The project is funded through the Massachusetts State Revolving Fund.

Work Details
The project involves the following key components:
1. Furnishing and installing approximately 3,700 feet of 8-inch ductile iron (DI) water main.
2. Installing approximately 40 water services, which will include necessary water service by-pass piping.
3. Furnishing and installing approximately 1,100 feet of 10-inch DI transmission main.
4. Installing approximately 7,600 linear feet of 10-inch high-density polyethylene transmission main.
5. Modifying the Davis Street Valve vault as part of the overall work.

Period of Performance
The total time period for completion of all work required under this contract is 214 consecutive calendar days in 2026 for piping and initial paving, with an additional 30 days allowed for final paving in the spring of 2027. Work on school property has additional time restrictions.

Place of Performance
The contract work will be performed at various locations within the Chelmsford Water District, specifically including areas where the water mains and services are to be installed.

Bidder Requirements
Bidders must provide a bid security in the amount of 5% of the bid price as specified in the Instructions and Information for Bidders. The contract is being bid under Massachusetts General Laws Chapter 30, which includes specific requirements regarding conditions of employment, minimum wage rates to be paid, and payroll submission requirements.
