Tow Services Contract for Troops A, B, C, D, and H - Rolling Enrollment with Initial Bids Due April 25, 2025

Background
The Massachusetts State Police (MSP) is seeking bids for a Tow Services Contract to provide towing, recovery, service, and HAZMAT services across the Commonwealth. This initiative aims to maintain public safety and ensure rapid assistance to motorists. The contract will cover multiple qualified Tow Service Providers within specified zones to facilitate police-directed involuntary towing and related services.

The initial bids are due by April 25, 2025, with the contract estimated to commence on January 1, 2026.

Work Details
The selected Tow Service Providers will be responsible for:
- Emergency towing and related services including delivery of fuel, tire changes, tire inflation, delivery of vehicle fluids, jump-start service, lock-out service, and any necessary services to safely get a disabled vehicle off the roadway.
- Providing services under two categories:
- Category I: Towing/Recovery/Service for vehicles under 10,000 pounds GVWR/GCWR (e.g., passenger automobiles, light trucks/vans).
- Category II: Towing/Recovery/Service/HAZMAT for vehicles over 10,000 pounds GVWR/GCWR (e.g., commercial trucks).
- Adhering to specific operational standards including equipment use as per assigned categories and compliance with safety regulations.
- Maintaining records of all towing activities and ensuring timely submission of monthly reports detailing services rendered.
- Ensuring personnel are available 24/7 for service calls and that all drivers have undergone background checks as mandated by MSP.

Period of Performance
The contract period is expected to start on January 1, 2026, following the initial bid submission deadline of April 25, 2025.

Place of Performance
Services will be performed throughout the Commonwealth of Massachusetts within designated tow zones as determined by MSP.
