Background
The Commonwealth of Massachusetts, through the Executive Office of Energy and Environmental Affairs (EOEEA), is seeking to engage a qualified vendor to purchase, install, and commission Electric Vehicle (EV) charging equipment at two locations within Shawme-Crowell State Forest.
This initiative aligns with the state's commitment to advancing electric vehicle technology and infrastructure to support fleet operations.
Work Details
The contractor shall furnish, install, and commission the following equipment:
- Two Level 2 EV Networked Charging Stations, double port, wall-mounted, with 18 feet cable, Power Select at 48A, Power Share, ChargePoint CP6000 or approved alternative (1 at Administration Building and 1 at Maintenance Garage).
- Wall Mount Guards for protection as per Attachments F and G or equivalent; bollards may be considered as an alternate.
- Exterior Disconnect Switch (quantity as needed).
- Conduit, wiring, circuit breakers, labeling, junction boxes, and all other associated hardware/equipment/parts necessary for a complete operational system.
- Itemized pricing options for:
- Two Level 2 Dual Port EV Charging Stations (cost per building).
- Two Level 2 single port wall-mounted stations with 23 feet cable, Power Select at 48A, networked and WEX compatible (ChargePoint CPF50-L23 or approved alternative).
The vendor must ensure that all installations comply with the latest National Electrical Code and other applicable codes.
The vendor is also responsible for inspection, permitting, and commissioning of the equipment.
Period of Performance
The work must be completed by June 29th, 2026.

Bidders must be registered as a Small Business Purchasing Program (SBPP) participant if they wish to receive preference in contract award. Eligibility criteria include having a principal place of business in Massachusetts for at least one year and employing no more than 50 full-time equivalent employees or working less than a combined total of 26,000 hours per quarter.
Additionally, bidders must provide detailed specifications for all equipment prior to work completion.
