Background
The Facilities Management and Capital Planning Department (FMCP) of the Commonwealth of Massachusetts is seeking a vendor to provide hands-on Lockout Tagout training. This training is essential for ensuring compliance with OSHA 1910.147 and NFPA 70E regulations, which are critical for workplace safety in managing hazardous energy sources. The goal of this contract is to enhance safety protocols within various facilities by educating staff on proper lockout/tagout procedures.

Work Details
The contractor will conduct annual hands-on Lockout Tagout training at five designated locations throughout Massachusetts. Each location will host two classes, accommodating a maximum of 20 participants per class. The training sessions will be scheduled to support both first (6 am – 2 pm) and second (2 pm – 10 pm) shifts. The contractor must include all additional fees for services in their proposal.

(E) Practical demonstrations inside mechanical rooms applying LOTO principles.

Period of Performance
The contract will have an initial duration of three years (36 months), with an option to renew for up to two additional one-year periods.

Place of Performance
Training will be conducted at five locations across Massachusetts: Boston, Worcester, Springfield, Plymouth, and Salem.

Bidder Requirements
Bidders must meet the criteria set forth by the Massachusetts Small Business Purchasing Program (SBPP), including having their principal place of business in Massachusetts, being in operation for at least one year, employing no more than 50 full-time equivalent employees or working less than a combined total of 26,000 hours per quarter, and having gross revenues not exceeding $15 million based on a three-year average.
