Background
The Devens Regional Enterprise Zone (DREZ) was established in 1994 with the towns of Ayer, Harvard and Shirley simultaneous approval of the 1993 Devens Reuse Plan and Zoning Bylaws, and the passage of Chapter 498 of the Acts of 1993, as amended. MassDevelopment was charged with redeveloping the Army base to civilian use in accordance with the Reuse Plan, which defined residential, commercial, industrial and recreational zones. The purpose is to develop a process for a comprehensive and fact-based analysis and planning effort concerning the permanent government structure for the ongoing operation and administration of the jurisdiction known as the Devens Regional Enterprise Zone (Devens).

Work Details
The consultant team is expected to perform various tasks including:
- Public outreach and communication
- Data collection
- Stakeholder criteria development
- Scenario development
- Fiscal analysis of alternatives
- Recommended alternative identification
- Transition plan preparation
- 'Surplus funds' identification and distribution recommendation
- Document preparation for public meetings
- Study and joint report preparation.
The consultant team should have experience in consensus building, facilitation, public engagement, database management, municipal finance, real estate economics, urban and regional planning.

Period of Performance
The timeline for this project is not to exceed 18 months. Responses need to be submitted by Thursday, June 13, 2024 at 3:00 p.m.

The geographic location for this project is the jurisdiction known as the Devens Regional Enterprise Zone (Devens), which includes the towns of Ayer, Harvard and Shirley in Massachusetts.
