Background
The Commonwealth of Massachusetts, through the Executive Office of Public Safety and Security and the Department of State Police, is seeking qualified bidders to provide a wireless and computer-based temperature and humidity monitoring system for multiple Crime Laboratory locations.
The Massachusetts State Police Crime Laboratory (MSPCL) is responsible for monitoring environmental conditions that can affect the validity of forensic results. This contract aims to enhance the MSPCL's ability to control and record these conditions across various storage areas critical to their operations.
Work Details
The contractor will provide a comprehensive temperature and humidity monitoring system that includes:
1. NIST traceable sensors uniquely identified by serial numbers, calibrated prior to delivery or installation.
2. Maintenance, unit, and extended warranty options for purchased equipment.
3. Technical support available within 24 hours of notification.
4. Initial training on system usage during installation.
5. Sensors capable of recording readings at specified intervals (e.g., every 15 minutes) with alarms for out-of-range conditions.
6. Remote alarming capabilities with notifications via phone, text, or email.
7. Software that allows users to generate reports and graphs from monitoring data over various intervals (daily, weekly, monthly).
8. Ability for MSPCL to purchase additional sensors post-initial purchase at agreed pricing.
9. Calibration services every two years or replacement sensors as needed.
10. Immediate replacement of faulty sensors within the first two years at no cost.
Period of Performance
The initial contract duration is up to 2 years with three options to renew for up to 2 years each, totaling a maximum potential duration of 8 years.
Place of Performance
Services will be performed at multiple locations throughout Massachusetts including Maynard, Milford, Springfield, Danvers, Lakeville, Bourne, Roxbury, Sudbury, Worcester, and any future locations designated by the MSPCL.
Bidder Requirements
Bidders must be verified small businesses participating in the Commonwealth's Small Business Purchasing Program (SBPP).
Subcontracting is limited to no more than 20% of the total contract value unless with another verified SBPP participant. Bidders must provide proof of insurance coverage including Commercial General Liability Insurance and Workers' Compensation Insurance.
