Seeking engineering consulting firm to examine the project area and design upgrades and additions

Background
The Town of Shirley, Massachusetts, is seeking to improve the safety and connectivity of its sidewalks and roadways within its downtown area. The project aims to address dangerous intersections, railroad crossings, and a lack of infrastructure that protects vulnerable road users.

This initiative is part of the Town's commitment to enhancing housing and economic opportunities by creating interconnected transportation networks that support residents and local businesses.

Work Details
The selected engineering consulting firm will be responsible for examining the project area and designing upgrades for existing sidewalks as well as new designs for gaps in the sidewalk network. The scope includes evaluating 16 intersections within the project area and designing safer passage for both vehicles and vulnerable road users.

Deliverables include final engineering designs, a biddable plan for safety improvements to roadway intersections, sidewalks, and crosswalks aimed at creating complete street corridors adjacent to Shirley’s 3A Districts. The project will encompass approximately 18,000 feet of Right of Way, including roadways, sidewalks, and intersections connected to key locations such as the Shirley Commuter Rail Station and local schools.

Period of Performance
The contract work is expected to commence with data collection in March 2026 and continue through August 2027, culminating in the submission of final designs and bid materials.

The work will be performed in the Town of Shirley, Massachusetts, specifically within its downtown area and surrounding neighborhoods.

Bidder Requirements
Consultants must demonstrate qualifications in network traffic analysis and adhere to specific proposal requirements outlined in the RFP. The total consulting fee must not exceed $306,500.

Proposals must include a transmittal letter with contact information, a statement of qualifications detailing company experience and staff intended for the project, descriptions of similar completed projects, a project approach with scope of work and schedule, as well as a detailed fee proposal.
