RFR to Conduct a Comparative Compensation Survey and a Job Evaluation

Background
The Massachusetts School Building Authority (MSBA) is an independent public authority established in 2004 to manage the school building assistance program. It supports the design and construction of educationally appropriate, flexible, sustainable, and cost-effective public-school facilities. The MSBA seeks qualified firms or individuals to conduct a comprehensive market-based pay survey and job evaluation for all MSBA positions. This will ensure job descriptions align with salary grade ranges and enhance recruitment and retention of skilled employees.

Work Details
The selected respondent will perform the following services:

1. Conduct a Market Survey and Comparison of Compensation for All MSBA Staff Positions, analyzing compensation for up to 55 positions against a balanced number of governmental and non-governmental entities. The survey will assess direct and indirect compensation including bonuses, insurance, severance, retirement packages, and policies on sick, personal, and vacation time.

2. Evaluate the Existing MSBA Compensation Structure by drafting a report with quantitative data, narrative assessments, and recommendations for changes to salary bands.

3. Conduct a Comprehensive Job Evaluation to ensure internal equity among staff positions by defining compensable factors across departments.

4. Provide Training for MSBA Staff on compensation fundamentals and implementation of findings.

Period of Performance
The work schedule includes:

- Market Survey (2-4 months)
- Evaluation of Existing Compensation Structure (2-4 months)
- Comprehensive Job Evaluation (1 month)
- Training for MSBA Staff (TBD).

Place of Performance
The contract will be performed at the Massachusetts School Building Authority located at 40 Broad Street, 5th Floor, Boston, MA 02109.
