Background
The Commonwealth of Massachusetts, through the Executive Office of Public Safety and Security (EOPSS), is seeking proposals for a Public Awareness Campaign aimed at raising awareness about human trafficking in conjunction with the World Cup 2026.
The campaign will specifically target Metro-Boston, one of the host cities, and aims to educate the public on recognizing and reporting exploitation related to sex and labor trafficking.
Work Details
The selected contractor will be responsible for:
- Designing and producing a human trafficking awareness campaign with prevention-focused messaging regarding adult and child sexual exploitation and labor trafficking.
- Translating campaign materials into Haitian Creole, Spanish, Portuguese, Chinese (Cantonese), Vietnamese, and Korean.
- Creating a website landing page for local service providers to offer their services and resources for individuals seeking help.
- Distributing campaign materials both physically and digitally.
- Leveraging partnerships with lodging, hospitality, transportation, and other related companies for material distribution.
Vendors with experience in creating human trafficking campaigns for large sporting events will be preferred.
Period of Performance
The expected duration of the contract is six months with no anticipated options to renew.
Place of Performance
The campaign will be developed specifically for Massachusetts, particularly in Metro-Boston.
Bidder Requirements
Bidders must comply with the Small Business Purchasing Program (SBPP) requirements. They must demonstrate experience working on large-scale events, provide a proposed number of campaign posters along with messaging themes, and include total cost details for implementation in their proposals.
Additionally, bidders are required to submit various forms including a Standard Contract Form, W-9 Form, and an Authorization for Electronic Funds Transfer upon contract award.
