RFR for Health Care Resource Planning Expertise

Background
The Massachusetts Health Policy Commission (HPC) is an independent state agency dedicated to improving the affordability of health care for all residents of the Commonwealth. The HPC aims to enhance health care delivery, lower costs, and reduce health disparities through data-driven analysis and actionable policy insights. This Request for Responses (RFR) seeks qualified contractors to provide analytic support for the newly established Office of Health Resource Planning (OHRP), tasked with identifying and addressing service gaps in the Massachusetts health care system.

Work Details
The contractor will provide analytic support including:

1. Quantitative Analytic Services: Advising on various quantitative methods to assess health care resource adequacy; conducting epidemiological, actuarial, statistical, and economic analyses using state and national datasets; quantifying current health care needs and capacities; identifying gaps in need and capacity; projecting future health care needs; and providing additional quantitative services as requested.

2. Qualitative Analytic Services: Advising on qualitative methods to assess health care supply and access; designing qualitative research methods such as surveys and interviews; and providing other qualitative services as needed.

3. Clinical Expertise: Offering clinical expertise across specialties, supporting literature reviews, reviewing clinical guidelines, interpreting data patterns, and advising on clinical aspects of quantitative analyses.

The contractor will also be responsible for vetting information accuracy, facilitating technical workgroups, assisting in policy recommendations, drafting materials, documenting findings, and participating in regular meetings with the HPC.

Period of Performance
The contract will commence upon execution of the Standard Contract Form and will terminate at 11:59 PM on June 30, 2026, with options for annual renewal at the discretion of the HPC.

Place of Performance
The contract will be performed primarily at the Massachusetts Health Policy Commission located at 50 Milk Street, 8th Floor, Boston, MA 02109.
