Background
The Massachusetts Health Policy Commission (HPC) is an independent state agency dedicated to improving the affordability of health care for all residents in the Commonwealth. The HPC utilizes data-driven analysis and actionable policy insights to enhance health care delivery, reduce costs, and address health disparities.

This Request for Responses (RFR) seeks qualified contractors to provide economic analysis services to evaluate the market impact of various changes within the health care marketplace, including clinical affiliations and delivery system reforms.

Work Details
The contractor will assist the HPC in evaluating the market impact of changes in the health care marketplace. Specific responsibilities include:
- Developing knowledge of M.G.L. c. 6D requirements;
- Analyzing potential market impacts of proposed provider changes;
- Identifying relevant metrics for evaluation;
- Providing expertise on competition in healthcare markets;
- Compiling information from market participants into an analytic database;
- Participating in meetings with HPC staff;
- Analyzing data and documenting findings;
- Assisting in policy recommendations based on findings.

The contractor should have expertise in evaluating factors such as provider size, market share, pricing, quality of services, and consumer concerns.

Period of Performance
The contract will commence upon execution and is set to terminate at 11:59 PM on June 30, 2026, with options for annual renewal at the discretion of the HPC.

Place of Performance
Services will be performed primarily at the contractor's location but may require collaboration with stakeholders within Massachusetts as needed.

Bidder Requirements
Bidders must demonstrate expertise in health care economic analysis, familiarity with Massachusetts healthcare systems, and ability to maintain confidentiality and data security. They should also provide a Supplier Diversity Program Plan committing at least 1% of contract sales to diverse businesses.
