Description

RFR 263027 Biomedical Clinical Engineering Services
Background
The Commonwealth of Massachusetts, through the Department of Public Health (DPH), is seeking proposals for Biomedical Clinical Engineering Services. This procurement aims to maintain and improve the health and well-being of residents by ensuring that medical equipment in public health hospitals is operational, safe, and appropriate for patient care. The DPH oversees a system of four multi-specialty hospitals that provide acute and chronic medical care to vulnerable populations.

Work Details
The selected vendor will provide a comprehensive Medical Equipment Management Program, which includes:
- Repair and coordination of repairs for all hospital medical equipment.
- Management of all aspects of the Medical Equipment Management Program.
- Maintain an automated system for tracking medical equipment throughout its lifecycle.
- Conduct inspections, inventory, and establish preventive maintenance schedules for all medical equipment.
- Develop a loaner equipment program and coordinate with Asset Managers for equipment disposition.
- Implement work order management systems to track inspections, preventive maintenance, and repairs.
- Ensure compliance with safety testing and inspections as required by regulatory agencies.
- Provide on-site biomedical staff to perform preventive maintenance, calibration, and repairs on medical equipment.
- Maintain quality assurance programs that integrate with hospital risk management programs.

Period of Performance
The contract is anticipated to last for 1 year with an option to renew for an additional year, ending on September 30, 2027.

Place of Performance
Services will be performed at various locations including:
- Lemuel Shattuck Hospital in Jamaica Plain
- New Shattuck Hospital in Boston (expected opening Fall 2026)
- Pappas Rehabilitation Hospital for Children in Canton
- Tewksbury Hospital in Tewksbury
- Western Massachusetts Hospital in Westfield.

Bidder Requirements
Only vendors currently holding a DPH/PHHS Medical Equipment Management/Clinical Engineering contract in FY2025 are eligible to bid. Bidders must also participate in the Supplier Diversity Program (SDP) by committing at least 1% of contract sales to certified diverse businesses.
