Background
The Commonwealth of Massachusetts, through the Executive Office of Technology Services and Security (EOTSS), is seeking a partner to operate and manage the Springfield Data Center located at 53 Elliot Street, Springfield, Massachusetts.
This initiative aims to optimize IT operations and maximize the use of underutilized data center assets while supporting economic development in Massachusetts.
The contract is anticipated to last for 10 years with options for two additional 5-year renewals.

Work Details
The selected contractor will be responsible for:
1. **Data Center Operations Management**: Overseeing the entire data center operations, including maintaining the facility, managing power and cooling systems, ensuring physical security, and providing colocation services.
2. **IT Transformation Services**: Modernizing IT systems and architecture to align with current and future business needs.
3. **Hybrid Cloud Integration**: Connecting underutilized data center capacity to managed cloud services.
4. **Colocation Services**: Providing space for New England State Agencies, Municipalities, Schools, and private entities.
5. **Disaster Recovery as a Service (DRaaS)**: Repurposing underutilized data centers for disaster recovery solutions.
6. **Cost Reduction Strategies**: Identifying inefficiencies in data center utilization and recommending solutions for consolidation or repurposing.

Period of Performance
The contract duration is expected to be 10 years with options to renew for two additional 5-year terms.

Place of Performance
The contract will be performed at the Springfield Data Center located at 53 Elliot Street, Springfield, Massachusetts.

Bidder Requirements
Bidders must demonstrate a commitment to the Commonwealth’s Supplier Diversity Program (SDP) by partnering with certified diverse businesses or non-profit organizations, committing at least 1% of contract sales to these partners.
Bidders are also required to comply with all applicable Massachusetts laws regarding public construction if their proposal includes construction or capital improvements.
