Description

The purpose of this Request for Responses is to solicit bids from colleges and universities interested in partnering with EOTSS to leverage university resources and student talent to explore the potential of GenAI applications in state government. Additionally, EOTSS seeks to strengthen the Commonwealth's talent pipeline while educating state staff on the potential applications of AI to enhance our work. See RFR document for complete detail.
Background
The Executive Office of Technology Services and Security (EOTSS) is seeking to leverage generative artificial intelligence (GenAI) to enhance state services. The goal of this contract is to partner with colleges and universities to utilize their resources and student talent to explore GenAI applications in state government. This initiative aims to strengthen the Commonwealth's talent pipeline and educate state staff on AI applications.

Work Details
The contractor will collaborate with EOTSS and agency partners to select 2-5 GenAI use cases from agency submissions. They will provide a cohort of students, along with supporting faculty and staff, to engage in a human-centered design program. This program will involve designing, building, testing, and deploying a GenAI proof of concept within a minimum six-month project timeline.

Students will take on roles such as project managers, coordinating meetings, defining problem statements, providing regular updates, and conducting technical deployments. Faculty will mentor students in project management and technical skills related to GenAI. The contractor must ensure that selected use cases are clearly defined with aligned goals and that projects adhere to the established timeline for proof of concept delivery.

Period of Performance
The initial duration of the contract is one year, with options for five one-year renewals, totaling a maximum contract duration of six years.

Place of Performance
The contract work will be performed at locations specified by EOTSS in Massachusetts.
