Background
MassAbility is a state agency under the Executive Office of Health and Human Services in Massachusetts, dedicated to helping individuals with disabilities live and work independently. The agency's mission is to promote equality, empowerment, and independence for individuals with disabilities through comprehensive services that maximize their quality of life.

This RFQ seeks to procure vehicle modifications for eligible individuals with severe disabilities, enabling them to drive independently or be safely transported as passengers.

Work Details
The contract involves providing both Structural and Non-Structural vehicle modifications for eligible consumers of MassAbility. Non-Structural modifications may include adaptive equipment such as hand controls, wheelchair carriers, pedal blocks, and electric parking brakes.

Structural modifications may involve significant alterations like lowered floors, ramps, and high-tech driving controls. Vendors must submit proposals detailing their ability to conduct these modifications, anticipated turnaround times, and the number of modifications they can complete annually.

Period of Performance
The contract period is from July 1, 2025, to June 30, 2026.

Place of Performance
Services will be provided across the Commonwealth of Massachusetts. Vendors must indicate the specific regions they can cover in their proposals.

Bidder Requirements
Bidders must demonstrate their ability to conduct structural and non-structural vehicle modifications. They are required to submit a Supplier Diversity Program Plan committing at least 1% of contract sales to diverse business enterprises certified by the Supplier Diversity Office.

Bidders must also be registered on COMMBUYS and maintain an active account throughout the contract duration.
