RFQ for an audit of the Health Connector's financial statements FY25, FY26, FY27

Background
The Commonwealth Health Insurance Connector Authority (the Health Connector) is issuing this Request for Quotes/Statement of Work (RFQ/SOW) to obtain proposals from qualified vendors to perform an audit of the Health Connector’s financial statements for fiscal years 2025, 2026, and 2027.

The Health Connector is an independent public entity established under Massachusetts law, responsible for facilitating access to private health insurance plans for eligible individuals and small businesses. The goal of this contract is to assess the accounting principles used in the financial statements and express an opinion regarding their fair presentation in conformity with Generally Accepted Accounting Principles (GAAP).

Work Details
The selected vendor will perform the following services:
1. Audit the Health Connector’s financial statements for FY2025, FY2026, and FY2027.
2. Review compliance with state and federal laws, regulations, and guidelines.
3. Assess accounting principles used by the Health Connector.
4. Evaluate financial statement presentation.
5. Issue reports required by Title 2 U.S. Code of Federal Regulations Part 200 (Uniform Guidance).
6. If necessary, perform a single audit and issue a report satisfying federal requirements.
7. Engage in weekly communication with the Health Connector throughout the engagement.

Period of Performance
The contract duration is from January 1, 2025, to December 31, 2026, with potential extensions through December 31, 2028.

Place of Performance
The services will be performed at the Commonwealth Health Insurance Connector Authority located at 100 City Hall Plaza, 6th Floor, Boston, MA 02108.
