RFQ FMO25212 Fall River Armory Fence Repair

Background
The Commonwealth of Massachusetts, through its Executive Office of Public Safety & Security and Military Division, is seeking a contractor to perform repairs on the fence surrounding the Fall River Armory. This project aims to enhance physical security in accordance with Army regulations. The contract will be awarded to one contractor responsible for all aspects of the work as specified in the solicitation documents.

Work Details
The contractor will provide all labor, tools, and equipment necessary to complete the following tasks:

1. Repair and upgrade approximately 395 feet of boundary fence along Dwelly Street, including replacing the entry gate with a black tubular mechanical gate that is 7 feet high with an outward top curve and spear point top.

2. Repair approximately 723 feet of fence along Cook Pond and Montaup Street, ensuring it matches existing sections along Montaup Road.

3. Replace the gate on Montaup Street to match the existing fence line.

4. Furnish and install 165 feet of steel guard rail with 6-foot I-beam posts along the eastern side of the readiness center roof, with posts placed in concrete.

All work must comply with ATP 3-39.32 standards for physical security.

Period of Performance
The estimated contract start date is June 16, 2025, and work must be completed within a specified timeframe as outlined in the contract documents.

Place of Performance
The work will be performed at the Fall River Armory located at 1089 Dwelly St, Fall River, MA 02724.

Bidder Requirements
Bidders must provide proof of liability insurance naming the Commonwealth as additionally insured prior to commencing work. A payment bond equal to 50% of the project cost is required for projects exceeding $25K. For bids over $150K, both payment and performance bonds equal to 100% of the project cost are required. Bidders must also comply with prevailing wage laws and submit certified payroll prior to progress or final payment.
