Background
The Commonwealth of Massachusetts, through the Executive Office of Technology Services and Security (EOTSS), is seeking bids for the acquisition of statewide orthoimagery and related products and services. The Bureau of Geographic Information (MassGIS) aims to enhance its comprehensive statewide database of geospatial information, which supports various sectors including emergency response, real estate, environmental planning, and more. MassGIS has a long history of procuring quality orthophoto products since 1994 and is responsible for the distribution of digital orthoimagery and lidar data in Massachusetts.
Work Details
The awarded contractor will provide statewide leaf-off, 4-band natural color and near-infrared orthorectified aerial imagery with a 15 cm Ground Sample Distance (GSD), initially collected in spring 2027. Optional acquisitions include 7.5 cm aerial imagery for specified areas. The contract may also involve leaf-on imagery collected after leaves are on trees but before fall colors arrive.
The project area covers all areas in Massachusetts UTM Zone 18 and Zone 19, totaling approximately 22,883 sq. km. Additionally, the contractor will provide statewide aerial topographic lidar data meeting Quality Level 1 (QL1) standards, including classified point clouds and hydro-flattened bare earth DEMs. Proposals that include inland and marine bathymetry, hyperspectral remote sensing, indoor lidar, and drone-collected imagery are also encouraged.
Period of Performance
The estimated term for the contract is an initial 24-month period with options for renewal or extension based on mutual agreement between the awarded bidder and EOTSS.

The contract will be performed across all areas represented in Massachusetts UTM Zone 18 and Zone 19.

Eligible bidders must be registered under Statewide Contract ITS81 Category 4: GIS (Geographic Information Systems).
