RFQ 27-04750 for ServiceNow

Background
The Executive Office of Technology Services and Security (EOTSS) of the Commonwealth of Massachusetts is seeking to procure products and services from ServiceNow through a Master Service Agreement (MSA). EOTSS is responsible for IT policy development and oversight of technology investments for the Commonwealth, serving over 125 state agencies and 43,000 employees. The goal of this procurement is to engage a certified ServiceNow reseller who can assist in the resale of ServiceNow products and provide related management services.

The contract will involve the purchase of various ServiceNow products and services, including but not limited to:

- Software Asset Management
- Security Operations Standard
- ITOM Operator Professional
- Agile Team
- App Engine for Enterprise
- PSDS Public Sector Digital Services
- Workflow Data Fabric Starter
- Strategic Portfolio Management Professional
- Privacy Management Standard Privacy Lite Operator
- Integrated Risk Management IRM Lite Operator v2
- Third Party Vendor Risk Management

The initial purchase quantities are specified in Form 1 - Cost Table. The successful bidder must maintain a resale agreement with ServiceNow throughout the contract term and provide ongoing support and maintenance for the software.

Period of Performance
The estimated term of the contract is 36 months with potential renewals or extensions upon mutual agreement. The pricing must remain fixed for at least three years following the execution of the MSA.

Place of Performance
The services will be performed at locations designated by EOTSS within Massachusetts. Specific delivery locations for products may be determined during the contract execution.

Bidder Requirements
Bidders must be current participants in Statewide Contract ITS86 and certified as a ServiceNow reseller. They must comply with all applicable legal and regulatory requirements concerning data privacy and security. Additionally, bidders are required to have necessary certifications for handling sensitive data types such as Personally Identifiable Information (PII), Payment Card Information (PCI), Protected Health Information (PHI), and others as outlined in the RFQ.
