Background
The Commonwealth of Massachusetts Executive Office of Education (EOE) is seeking to develop and produce a comprehensive suite of creative marketing materials to support statewide Early College awareness and communications efforts.
The project aims to provide accessible, high-quality resources to promote Early College opportunities across Massachusetts, particularly targeting first-generation students, English learners, and students from low-income and historically underrepresented communities. The selected vendor will be responsible for creating a comprehensive suite of creative assets and branded templates. The deliverables include:
- Digital Media Suite: Short-form videos, animations, and social graphics optimized for platforms like Instagram, TikTok, X (formerly Twitter), Facebook, and LinkedIn. Content will focus on Early College students' experiences and success outcomes.
- Website Copy: Concise web copy for the Early College section of Mass.gov highlighting benefits, eligibility, and participating institutions.
- FAQ Sheets: Two distinct documents addressing students' eligibility and benefits as well as parents' concerns regarding affordability and college readiness.
- Print Material Templates: Customizable templates for one-pagers and brochures for co-branding by schools and community partners.
- Press Release Templates: Templates for program announcements or local success stories.
- Event Collateral: Banners, pop-up displays, and signage for statewide events.
The vendor must provide a minimum of three draft options for each deliverable for EOE's review.
Period of Performance
The project engagement is expected to run approximately four months with completion by April 30, 2026. The initial contract term will expire on June 30, 2026.
Place of Performance
The services will be performed primarily in Massachusetts with deliverables provided digitally.
Bidder Requirements
Bidders must have at least six years of directly related experience in marketing or communications. Preferred qualifications include professional degrees or certifications related to marketing or graphic design.
