Background
The Commonwealth of Massachusetts, through the Executive Office of Technology Services and Security (EOTSS), is seeking to procure an enterprise, chat-based AI Assistant platform. This initiative aims to enhance the efficiency and effectiveness of over 40,000 Executive Branch employees by embedding AI into daily government operations. The goal is to provide tools that improve communication, service delivery, and operational capabilities while ensuring responsible use of AI technology.

EOTSS is looking for a partner to supply the software and assist in training, implementation, and long-term strategic collaboration to foster a culture of responsible AI usage across government.

Work Details
The contract will involve providing a conversational AI Assistant with a secure chat interface accessible to Commonwealth employees. Key requirements include:
- Natural language processing capabilities for tasks such as drafting, summarization, analysis, and translation.
- A rollout strategy that ensures adoption at scale across all Executive Branch employees.
- Training programs that empower employees to utilize the AI Assistant effectively.
- Support for change management during the enterprise-wide rollout.
- Assistance in identifying impactful use cases for the AI Assistant.
- Evaluation metrics for assessing the impact of the AI Assistant on workforce productivity and service delivery outcomes.
- Compliance with data security standards including integration with EntraID for single sign-on and secure API access.

Period of Performance
The estimated term for the contract is an initial 24 months with potential renewals based on mutual agreement between the awarded bidder and EOTSS. The implementation phase should not exceed six months.

Place of Performance
The services will be performed within the Commonwealth of Massachusetts, specifically targeting state agencies and their employees.

Bidder Requirements
Bidders must be current vendors on Statewide Contracts ITS60 or ITS75. They are required to demonstrate compliance with applicable privacy laws and security standards. Additionally, bidders must provide evidence of their ability to handle sensitive data types such as Personally Identifiable Information (PII) and Protected Health Information (PHI).
