Background
The Commonwealth of Massachusetts, through its Executive Office of Education (EOE) and the Department of Early Education and Care (EEC), is seeking to modernize its Child Care Financial Assistance (CCFA) program by developing a Family Portal and a Case Management System.

The EOE aims to connect all Massachusetts residents with educational opportunities from preschool to post-secondary education. The EEC's mission is to create conditions for children, youth, and families to thrive socially, academically, and economically. This contract aims to enhance the efficiency and effectiveness of the CCFA program by providing a seamless digital experience for families applying for financial assistance.

Work Details
The selected contractor will provide custom software development services to create two interoperable systems:
1) **Family Portal** - This system will replace KinderWait and provide a comprehensive digital experience for families applying for child care financial assistance.
2) **Case Management System** - This system will replace FACTS and offer enhanced functionalities for managing cases.

Key tasks include:
- Data migration of approximately 20,000 family records and 30,000 child records from existing systems.
- Development must adhere to Commonwealth architectural standards and integrate with existing software (CCFA-the-software).
- The project will be executed in phases with an initial focus on delivering a Minimum Viable Product (MVP) by March 2025.
- Ongoing maintenance and support will be provided at a fixed price after the principal development phase.

Period of Performance
The contract period begins upon award with key deliverables expected by June 30, 2025. The project phases are as follows:
- P1 - MVP soft launch in March 2025;
- P2 - Full launch in April 2025;
- P3 - Waitlist data migration by June 2025.

Place of Performance
The project will be hosted within the Commonwealth’s AWS infrastructure.
