Background
The Commonwealth of Massachusetts, through the Executive Office of Technology Services and Security (EOTSS), is seeking to procure a Salesforce technology solution to modernize the Commonwealth Background Checks intake process.

This initiative aims to provide a secure, digital, and accessible method for Board and Commission appointees and certain Commonwealth personnel to complete background checks prior to receiving official offers. The current process involves manual submission of PDF forms, which has led to usability issues and inefficiencies. EOTSS aims to enhance user experience by implementing an online form solution that streamlines the intake process.

Work Details
The selected vendor will develop and implement a Salesforce solution that includes two digital front-end form solutions and back-end functionality for managing the background checks process. Key requirements include:
- Development of user-friendly online forms for approximately 2,000 applicants annually.
- Integration of conditional logic in forms to ensure relevant questions are asked based on user responses.
- Implementation of online signature capabilities, preferably using Adobe Sign.
- Back-end access for authorized personnel to review submissions, track status updates, and manage workflows.
- Compliance with WCAG 2.1 AA standards for accessibility.
- Delivery of product documentation including architecture diagrams and technical documentation.
- Knowledge transfer documentation to enable Commonwealth staff to manage the solution long-term.

Period of Performance
The project is expected to commence in March-April 2025 and will take approximately 3-5 months to complete.

Place of Performance
The contract will be performed at locations designated by the Commonwealth of Massachusetts, primarily in Boston, MA.
