RFQ 25-02870v2 Salesforce Solution for Commonwealth Background Checks

Background
The Commonwealth of Massachusetts, through the Executive Office of Technology Services and Security (EOTSS), is seeking to procure a Salesforce technology solution to modernize the background check intake process for Board and Commission appointees and certain Commonwealth personnel.

The goal is to provide a secure, digital, and accessible process that improves user experience by allowing applicants to submit their information through a user-friendly online form instead of manually sharing PDF documents. This initiative follows discovery and user journey mapping conducted in FY25 Q1 to identify current state pain points and requirements for a future state flow.

Work Details
The selected vendor will develop and implement a Salesforce solution that includes two digital front-end form solutions and associated back-end functionality for managing the background checks process. Key requirements include:
- Development of two nearly identical front-end digital forms for external users (new Board appointees, Commonwealth personnel, spouses) with online signature capabilities.
- Back-end functionality for internal users (Governor's Office, EOPSS, DOR, HR Staff) to review submissions, track candidate status, and manage workflows.
- User-friendly interface with conditional logic capabilities, clear instructions, data masking techniques, error messages, and automated confirmation emails.
- Compliance with WCAG 2.1 AA standards for accessibility.
- Integration with My.mass.gov for authentication and Azure Entra ID for internal user access.
- FedRAMP compliance and adherence to data privacy laws including SOC 2 standards.
- Delivery of product documentation including architecture diagrams and knowledge transfer documentation.

Period of Performance
The project is expected to begin in March – April 2025 and take approximately 3-5 months to complete.

Place of Performance
The contract will be performed at the Commonwealth's facilities in Boston, MA.
