Rfq 2025-1 House Doctor Civil Engineering & Design Services

Background
The Lowell Housing Authority, under the U.S. Department of Housing and Urban Development, is seeking qualified, registered, licensed, and insured designers and engineers to provide on-call 'House Doctor' design and engineering services.

The goal of this contract is to offer design recommendations, documentation, estimating, and contract administration for site improvements.

Work Details
The contractor will provide on-call design and engineering services which include: preparation of design recommendations, creation of necessary documents for site improvements, estimating costs associated with the projects, and administering contracts related to these improvements.

These services are intended to enhance the functionality and aesthetics of housing authority properties.

Period of Performance
The period of performance for this contract will be specified in the awarded contract but generally will cover a timeframe suitable for the completion of various site improvement projects as they arise.

Place of Performance
The services will be performed at various locations managed by the Lowell Housing Authority in Lowell, Massachusetts.

Bidder Requirements
Offerors must have a satisfactory performance record, integrity and business ethics, compliance with public policy (e.g., Equal Employment Opportunity), and must not be suspended or debarred from contracting with the U.S. Government.

Additionally, bidders must be registered and licensed as required by state regulations.
