RFQ 04-2025 In District Spec Ed Trans

Background
The Pentucket Regional School District is seeking qualified companies to provide In District Special Education Transportation Services for students in the towns of Groveland, Merrimac, and West Newbury. The contract aims to ensure safe and reliable transportation for special education students during the school year and summer programs. The contract will be awarded based on the lowest grand total price submitted by a responsive and responsible bidder.

Work Details
The contractor will provide transportation services using a total of ten (10) passenger vans: six (6) vans for daily school year routes and four (4) vans for summer school routes, along with two monitors. The services include:
- Daily AM and PM routes for six (6) vans during the school year, servicing various schools including Dr. Elmer S. Bagnall Elementary, Dr. Frederick N. Sweetsir School, Dr. John C. Page Elementary, Helen R. Donaghue School, and Pentucket Regional Middle-High.
- Daily AM and PM routes for four (4) vans during the summer program.
- Each van must be maintained in good condition, comply with Massachusetts standards, and be equipped with safety features including two-way radios and digital video recorders.

Period of Performance
The contract period is from July 1, 2025, to June 30, 2028, with two optional one-year extensions available at the discretion of the School Committee.

Place of Performance
Transportation services will be provided within the geographic boundaries of Groveland, Merrimac, and West Newbury in Massachusetts.

Bidder Requirements
Bidders must demonstrate a minimum of five years' experience in providing student transportation services. All vehicles must have a maximum age of seven years at the start of the contract and must hold current Massachusetts registrations. A proposal bond of 5% of the three-year grand total cost is required along with evidence of insurance coverage including workers' compensation and liability insurance.
