Background
The City of Framingham is seeking proposals from qualified vendors to assist in migrating their on-premise email, SharePoint, and file access to Microsoft's Government Community Cloud (GCC).
The goal is to provide a guided migration that includes both administrative and end-user training.
This initiative aligns with the city's mission to enhance its technological capabilities while ensuring compliance with governmental standards.
Work Details
The selected contractor will provide the following services:
1. Conduct an initial assessment workshop of the current Exchange and Microsoft 365 environment.
2. Reorganize the on-prem Active Directory in preparation for synchronization with the cloud.
3. Install and configure Entra AD Connect, Exchange Hybrid, and Microsoft 365 SMTP Relay solutions.
4. Migrate individual user data from network shares to OneDrive.
5. Provide guidance on end-user workstation configuration, including optimal software deployment tools for Microsoft apps.
6. Review Outlook desktop client configuration during mailbox cutover, ensuring Cached Mode is enabled for Office 365 connectivity.
7. Provide documentation for end users regarding expectations and mobile device configurations at cutover.
8. Deliver 6-10 training sessions focused on IT administrators covering topics such as user onboarding/offboarding, PowerShell commands, Teams optimization, SharePoint best practices, OneDrive storage optimization, Defender Security settings, Purview Compliance policies, Entra ID Protection security measures, and Exchange Admin Center configurations.
9. Post-migration consulting to assist in decommissioning the on-premise Exchange system and updating DNS settings as necessary.
Period of Performance
The contract will commence on or about January 1, 2026, and terminate on or about December 31, 2028.
Place of Performance
The services will be performed at the City of Framingham's facilities located at 150 Concord Street, Framingham, MA.
Bidder Requirements
Proposers must have a minimum of five years' experience in providing Microsoft 365 migration services including licensing sales.
They must also be an AOS-G authorized Microsoft Partner with at least ten years of experience working with Microsoft 365 solutions.
Proposals must include a completed Price Proposal Form, Non-Collusion Form, Tax Compliance Form, and if applicable, a Certificate of Corporate Authority.
