RFP# 80F-24 Green Line Train Protection System

Background
The Massachusetts Bay Transportation Authority (MBTA) is seeking a stand-alone, non-vital overlay system to provide Green Line Train Protection. The primary functions of this system are to prevent train-to-train collisions and to stop Green Line Vehicles before they pass a Red Signal. The system must be compatible with the four distinct Green Line vehicle models, three of which are currently in service.
The procurement will be conducted in three phases, including evaluation of responses, design & production readiness demonstration, and total proposals based on demonstrated system capabilities, design and production readiness, technical evaluation criteria, and price responses.

Work Details
The work includes designing, integrating, managing, and supplying a Green Line Train Protection System (GLTPS) for the MBTA’s Green Line; managing, integrating, and installing the GLTPS carborne kits and back-office equipment; managing and integrating wayside equipment; overseeing the installation and commissioning by a third-party contractor. The train protection system must be in accordance with Technical Specification VE-24-056.
The procurement will also include optional scope for the delivery of Green Line Type 10 vehicles with various options for furnishing, delivery, installation of GLTPS kits for Type 10 vehicles, capital spares for Type 10 vehicles, installation of wayside equipment, and other related services.

Period of Performance
The project will be implemented in two phases: Phase 1 will include initial deployment of a production-ready Warning System providing audible and visual alarms to the operator; Phase 2 will include full deployment of an Avoidance System having automatic train protection functionality.
The procurement will be conducted in three phases: evaluation of responses based on pass/fail criteria and technical evaluation criteria; invitation to perform a design & production readiness demonstration on MBTA property; evaluation of total proposals based on demonstrated system capabilities.

Place of Performance
The geographic location for the contract performance is at locations approved or requested by the MBTA.
